I have water features & bird baths. Tadpoles turning into frogs can climb out the smooth plastic vertical walls of a small pond, but something like a dragonfly nymph needs a reed or stick to climb from a relatively horizontal section to above the water line to molt.>
> If there's algae on the walls they can climb that, but the tadpoles eat the algae, so by the time they are mature the walls are pretty clean. Also, since there's no algae above the water they still can make it that last inch or two. Mice, lizards, birds can all die in this situation.>

Miles and miles (over 60) of canals. What if they want a set of stairs positioned every 10ft ? That's over 31 thousand sets of stairs, built for less than 3 bucks each? Seems like a bargain.
gotta have meetings, draw up plans, have meetings about the plans, plans about the meetings, do the vendor bid for the contracts, have meetings about the vendor bid for the contract, and have public meetings about it every step of the way. It all adds up.
This is what I hate about government run civil projects - everything goes thru consultants first & then farmed out to a contractor that made campaign donations, raising the initial cost from $800 to $2.7million I’m not opposed to govt funding and spending on projects, but clean up the funding trail

If you have a pool, put a small section of hemp rope that dangles into the pool, it will save those lizards and such that fall in. Not only saves the animal, but keeps you from cleaning up the dead lizards out of your pool.
