Didn't Nino mentioned that there are multiple magic users in the castle? Astrid might not be the one who turned Lily. In fact, I don't remember Nino mentioning Astrid.

Nino said one of the most powerful magic users worked at the castle. She never mentioned Astrid by name only Rio does, Sorrel has posted what Astrid looks like tho (magic bird).
