If this was abduction, charge that, but as a general principle, I don't think people should have a legal obligation to let people know where and when they intend to spend time.

Right. Clearly that's not to endorse the specific decisions made here, but failing to properly notify people of plans is generally subject to social remedy, not legal. And if the kids had been mistreated, abused, neglected &c - charge that? But apparently the kids were fine at the time of return.
