Life experiences and context make a huge difference. I know 39+ year old peers who haven't passed the phase of concrete operational thinking and know 18 year olds who are just incredibly mature and pensive humans. Context is everything.
We don't have minimums for life experience, but we do for age.
Of course and yes as one gets older, there are limits / doesn't leave room for the next generation if they hold on to things. What comes to mind for me is the Supreme Court. I could write a novel about it.
