Fine. For me a small landlord is someone who spends most of the money generated by their properties to pay taxes & maintain their buildings, They may have 2 or 3 smaller apartment buildings or several private houses, but they aren't rich & they aren't major real estate corporations.

It's a direct answer. That's how buildings run in the boroughs. It's not snotty it's just what it would take to own multiple buildings in NYC.
