That being said, this is the 7th country he's threatened to go to war with this year, so I suspect this isn't going anywhere either.

Yep. Plus assassinated one of their Military Leaders in his first term. I think these people have been smart enough to not push back and he's (they) are unwilling to move in a way that they can't make it look like the other guy's fault. Here's hoping Venezuela is similarly unwilling to blink.
