This should be the same at National level too! Politicians should make policy ( hopefully reflecting the manifesto they were elected on, but hey go) and the civil service then make it happen. Why all these spads?

I dare say because we keep electing people with zero experience of the jobs they're given. I mean you wouldn't hire an 18 year old to be chief exec, but you can vote one in who can sack and replace a council chief exec. They need advisors because they genuinely have no clue how to run councils.
I'm not going to comment about the reform council but we're very proud of our councillors record in mid Suffolk. a bigger range of skills, qualifications and experience in local government. we welcome all outside scrutiny. We just wish the media were more interested in what we do.

Generally the civil service do all the policy building and doing. Politians generally have to little knowledge of their portfolios to develop policy, they will be overseeing (from a distance) and sign off
