The plan is not to require that plants operate at a loss, but to authorize them to cover the costs of continuing to operate by billing their customers.

I think you'll find that, although Trump's EO evokes Section 202, the DOE (which is run by an industry insider) will be looking for ways to pay coal plants, not compel them, to stay open, forcing or bypassing state regulators.
