From the same filing, the government of Costa Rica has offered to take him in as a refugee. The US chose Uganda instead because they’ll participate in making an example out of him.

ICE had actually been a party to the Costa Rica plan originally as a means of appeasing the court, and only once he was released did they reveal they had no intention to follow through with that plan and were sending him to Uganda instead.

According to this, if he pleads guilty they’ll send him to Costa Rica, otherwise they’ll ship him to Uganda as a criminal regardless. But if he pleads guilty, they control the narrative, and reading CR’s letter, could still imprison him first as part of a sentence? He has 22 more hours to decide.
