Why can't Europe unilaterally apply the sanctions and use the billions they hold of frozen Russian funds to arm Ukraine? They don't need our permission.

They’re afraid to formally break w trump. Despite all the evidence to the contrary, they’re holding out hope that because he occupies the Oval Office he must believe in the Atlantic alliance. This was told to me, btw, by an ambassador to UKR from a European country.
