Not a good idea, unfortunately. I thinks residents should engage with them, ask them for help, such as for directions. Or give them a free beverage or a little bag of chips. Would prove the streets are friendly. This would drive f47 bonkers!

Respectfully...to you...disagree! Every single one of them are adults. They have choices. They can quit! I certainly wouldn't be there under any circumstances except to save the lives of the homeless or the undocumented.
