There was actually a push by Sen. Wyden's office a few years back for DoD to stop being stupid about refusing to use commercial website certs (in that case, it was preventing email encryption from happening in lots of situations involving non-DoD email servers).

I was implying they have the root keys :) (No evidence, just seems like the type of thing they would do)
