There were two bills, the first in 2013 the democrats tanked in the senate. 15 democrats voted against it. The later bill, I believe lost in the House by 70 plus percent.

Ok, so yes, 15 Dems voted against and more than double that number of Dems voted for. The majority of Dems in House were in favor. Overwhelming majority of Rs against.
