I don’t think he’s tripping. To me this looks more like a classic “4-pills-deep Raver gurn”. For our US readers: “Gurn” is a word, (first used by Shakespeare) to describe the facial tics and rolling eyes commonly seen at Day Three of your local techno festival - not usually at the White House.
