There are innumerable lawsuits against Trump's Executive Orders. They're not law until those cases are settled.

Yes, & in the meantime people are enacting his law. Plus, even when lawsuits go against him he ignores them or claims that it was actually a win for him - & no one seems to enforce any judgements against him.
