I see this argument sometimes, but I don’t fully understand it. What environments require blocking JS? Maybe some POS systems? Govt web portals? Guess I should research.

It's a draconian but surefire way to improve your mobile browsing experience. Pretty much zero ads, and most stuff just works. Sites which need to use JS for actual functionality can be allowed to do so.
