The National Guard arrests people on the streets of LA. LA jails have to hold them, guard them, 3 squares and a shower every day. To prosecute them, especially foolhardy, when those guardsmen won't be there at trial time to testify. Picking people up for minor offenses requires A LOT more tax money.
