It’s basically accepted as a nuisance which is manageable and doesn’t really necessitate a strong response. It only shifts public opinion slightly.

For Western countries to react with more force a specific extremely large sabotage would have to be carried out that would convince the public that it is an inherent threat a stronger measures would be needed.
