Tariffing a movie is not a thing. Trump thinks it's like a reel of filmstock you have to declare at the border. It's a collection of digital works that are combined in the US. There is no border on the internet.
Also, there is that small problem that movies are owned by the studio, not the theaters that show them. So there is no transfer of possession like there is when you want to buy say "pencils" or "dolls"

Even if he could legally, I'm not sure how you would go about this. This isn't a ship with a finite number of autos to be delivered. Nobody knows how much a film will make until it is out in the theaters, cable, streaming, DVDs. And many films lose money.

The proposed tariffs aren’t entirely clear, but they appear to be on the production, which is the manufacturing of a film or tv show, not the finished product that this law applies to. As dyspeptic as it makes me, it’s correct to say tens of thousands of production jobs go overseas each year.
He also said that foreign tax credits made this a national security issue for reasons, which I assume are tktk. But as far as weird, out of left-field trump policies go, they kinda covered their bases.
