This is true (and known to be true) at the local level too. One recent account abt Chicago gang violence argued that the relatively successful decapitations of Chicago’s fairly-organized gangs left a huge power vacuum that produced hyper-local cliques that have proved MUCH harder to address.

Just further evidence that “tough on crime” is about the “tough,” not the “crime.” These policies rarely if ever make us safer. But they let weak men think they are tough.
