You heard correctly. As I have a customs brokerage account, HS codes, and CO documentation on hand it is a simple enough process I can do online.

Thanks So parcels without this would not be accepted for delivery? I suspect this is similar to the EU. The key message is that without proof of tariffs being prepaid, there will be no delivery.
