The world has benefitted from NIH research. So we all will lose. The current US government wants to make sure the rest of the world pays for any benefits received.

I'm sure Trump thinks that way. But his advisors, the ones who actually run this administration and dictate implementation of it's policies? They're all white supremacists and/or Christian Nationalists. And neither one gives a single shit about the rest of the world.
