Does anyone else remember that weird ncurses (I'm too Linux pilled to think of what else to call it) looking thing that sat on top of DOS to help Windows people run DOS applications that wouldn't run from Windows 3.1 in that era?

Yes. I think you mean DOS Shell. It was pretty bad and I can't recall ever using other than for fun sometimes.
