Every immigration applicant, regardless of country of origin, gets treated the same way. We do not give Americans any special considerations. Educated professionals may qualify, some even under express entry, but there is no special advantage given to Americans.

I did not say they were not welcome. I asked you why you assumed they would get easy entry. Ukrainians were primarily refugees fleeing war torn country. That is not the same as immigrants from the US.
