You're right about civilians but, like it or not, he is the Commander of the armed forces so i think this is what he thinks is the right thing to do. What do i know.

He uses the salute Willynilly, he even salutes military leaders from hostile governments. He has no clue! If he did this during some military event, I could maybe think like you do, but this was at a sports event!
