Either one really. Once violence starts the civil authority has every right to come in and meet that force to call the violence.
I wouldn't go that far unless you're speaking strictly within legal terms - "this law written by the rich gives the cops a monopoly on force when it comes to protecting their property." But I'd argue that people have a universal right (& duty) to defend themselves & their community from fascism.
