This is the same point as #1, just worded differently. If they do as ordered they accept not being omnipotent, aka less powerful. They want the power to send *anyone* there at their will, no questions asked
No, having power is not the same thing as being unable to be challenged by courts. Having power allows you to initiate actions; being unchallenged means those actions will always be completed.
