You're completely dismissing what a lawyer is telling you about basic contract law. If the home isn't habitable, the landlord can't collect rent. A lease isn't just "you pay X". It also imposes obligations on the landlord that they cannot ignore. Your friend let the roach landlord off easy.

If you believe that landlords don't have to follow the law and can do whatever they want, then why bother supporting rent control? According to you, landlords can ignore the law and not face any repercussions. The law is what protects tenants. Landlords can't ignore it w/o consequence.
