Not necessarily that a decision has been made NOT to charge. In the UK, there can be many weeks/months between arrest and charge whilst an investigation is carried out. So they might have been "released under investigation" (RUI'd) or released subject to police bail conditions.

Suspect the CPS will eventually decide that charging/prosecuting the vast majority of those arrested does not meet the public interest test.

Query if they mean that the police have NFA'ed them ("No Further Action") or whether they have been released but their cases have been referred to the CPS for a charging decision which would mean they a released without charge but could receive a postal requisition.

But also this creates massive rule of law issues now: 1) what happens to those charged previously? 2) is this going to be the case going forward? 3) so are we now in a situation where a *terrorism* charge is completely left to CPS discretion?
