If the DMV is a private company and not a federal company can we find out who owns the DMV privately?

Umm I think they are owned by the state. I live in Michigan and we don’t technically have a DMV; licensing/registration falls under the Secretary of State. The DMVs I’ve been in are all state ran (Cali, Oregon, Washington, Michigan)

Do is the implication that state DMVs are assisting ICE by giving them bogus license tags or is ice making fake plates themselves?
