This actually seems like a good idea. Not only does it increase the effectiveness of the speed cameras, but it also nixes the "tax grab" argument and rewards good drivers, reminding people that good drivers are not impacted by speed cameras beyond being safer on the road.

As someone who did not own a car for ~20 years, maybe also get the opportunity to register as a non car owner and also get a chance for funds? 🙂

We tried a system of rewarding people who cut their carbon emissions. Politics still resulted in it being cancelled after being portrayed as a tax grab. I wouldn't be surprised if this would meet the same fate.

Funding police is still important. If my taxes go further because penalty revenues go to bona fide law enforcement then I'm happy enough with that. Especially when it is the offenders paying. Half to the 50, half to the lottery pool is better if you ask me.

I agree with splitting the pot however my understanding is the fines are supposed to go to VisionZero improvements not the police.
