Trump’s statement is misleading. For instance, the government provided $2.2 billion in grants in return, so it was not free. Moreover, the $11 billion figure he cites refers to a fluctuating market value, not a fixed sum.

Let me add that additional $5.7 billion comes from previously allocated (but un-paid) CHIPS and $3.2 billion from the Secure Enclave program. So nothing is for free.
