Buttigieg doesn't have a flip-flop problem. He's never been shifting any position, at most he's adapting them slightly after taking in new information. His "problem" is that people assign their personal interpretation to what he's saying, sometimes based on single sentences.
Case in point his healthcare plan that he described in exactly the same way in the first and last weeks of his campaign but people clipped different parts to "prove" that he changed it.
Oh, this ought to be extremely balanced with absolutely nothing taken out of context. BTW he has always opposed the Netanyahu government. See this from 2019.
