Read it again. Parse it slowly. The claim is that of all the people in the world who are in prison, 22% of them are in prisons in the US. It’s not saying that 22% of the world is in prison.

thanks for the clarification. so again: over 11M are incarcerated throughout the world. the usa has 1.8M in its jails & prisons. that would mean usa has at most 16% of all the world's prisoners. if it was 22%, there's be 2,420,000. that's a difference of 620,000. over 1/3 more than this meme claims.
