He would need IRB approval for research using identifiable private medical information. Maybe he hasn't got IRB approval and that's what was meant by "ethical" problems. If the CDC still has an in-house IRB I'd start asking there.

That's assuming that they do everything above-board. Clearly they're not if Geier is trying to change published studies. I would not be surprised at all if Geier was working with no IRB clearance.
