There's no legal basis, and no president gets everything they want, but in his mind... I mean, it's like the birthday parade that disappointed him. Trump can never be satisfied with anything, because the fact that he is allowed to have it proves to him that people are holding out on him.
He can never be satisfied because no prize, no victory, and no praise can ever wipe out the accumulated insults and injuries he has suffered. Because the hole he is trying to fill is something within him that needed healing, and all cramming stuff inside that does is make it wider and deeper.
But for his entire life up to this point, there was always the possibility in his mind that Enough was out there, maybe only just barely outside his reach, where he could catch it and have it and win... he would have Enough and his life would be great. No insults, no disappointment, no shame.
People will say the man knows no shame, but that is only true in the sense that a fish knows nothing of water. Shame molded Trump and it drives and shapes him. He cannot be stopped by shame because his every action is propelled by it.
I say this not so you will pity him, but because it is necessary to understand him.
At the start of his first term, he danced at his inaugural ball to a song about looking death square in the eye at the end of your life with no regrets, about facing a hail of bullets without flinching knowing you had done things your way. I heard that and went "Oh. Shit."
The song is a lie he tells himself; he will not face death with stoic satisfaction. Death is the final insult, ignoble and unignorable. Death is no respecter of persons; it does not call you sir and meekly invite you to leave. Death escorts you off the premises. Mercilessly. Firmly. Finally.
So if now the end is near and he knows he faces the final curtain... First, he expected to be president for the rest of his life, but he meant more than four years, not less. So much less. It's not fair, he was cheated. He came in down eight years of what he's owed, and gets less than one? Cheated.
Just when he is finally free of constraint, just when he really is doing things his way, that's when death shows up to look him in the eye? He is seeing proof everywhere that Enough does exist, that it is within his grasp... but even if he gets it in his hands, he won't have time Enough to enjoy it
NB: I will not derail this to talk about the parallels to Netflix The Falling of Usher House, but they are there.
The truth is that even if he could have gotten Enough, no amount of time would ever have been time Enough for him to enjoy it, for it to count. Not really. But when he had a future, he could tell himself he would get it, and it would be. His victory was always there waiting for him, in the future.
Although it is also okay to pity him, I think.
He's literally a hollow shell of a human--not only does he lack all finer emotions (love, compassion, empathy), he lacks knowledge, curiosity, common sense and, beyond an almost animal cunning, he lacks intelligence: he makes decisions for immediate, short term satisfaction, to hell with tomorrow.
