I mean, that's what's going to happen. MO is going to strip STL to keep rural hospitals open, a certain number of people in STL will experience suffering or death due to reduced access to medical care, and rural areas of MO are going to vote for more cuts so more black people die.

That's not *good* but barring a revolution or other dramatic change to the electoral makeup of MO it's what's going to happen and revolution seems a long way off.
