Yep. "Blue cities", and only blue cities it seems, falsify their numbers but you can totally trust the Cuban government's numbers.

Cuba has strict gun control laws. Generally, civilians cannot own firearms, with exceptions for hunting, sport shooting, and historical/cultural purposes, all requiring specific licenses and registration. The government also controls the import, manufacture, and storage of weapons.
