The solution to this problem is to stop making heavier cars. Other things like improving urban mass transit and suburban trains throughout the nation would be great too. Both can, and should, happen.

It just occurred to me: all those things (including what I suggested) take years, but the recent NYC measures are fast: reducing space for cars, forcing slower speeds, and (hopefully) lowering or eliminating mass transit fares.
