Isn’t NATO designed exactly for that purpose? Is this a tacit admission that many have little faith in Article 5?

I agree. But it is not just America. Countries that have in the past failed to meet their defense spending obligations are just as much unreliable as America is. Spain, Greece, Italy… etc.
