Most investigations take time to sort out. The Muller report took a long time. There has to be redactions to make sure no ones personal info is exposed and many other reasons. Its unreasonable to expect an investigation to come up with results right away.
But you're still going to call it fraud in the meantime, and you seem to not want to acknowledge that part.
Where did I say that? I said it could be fraud or wasteful spending. Fraud if they got kickbacks. And how did they not go through the proper channels? Executive orders are the proper channels. Every President does them.
