The UGSF timeline was retroactively established in 2011. New Space Order was cancelled in 2009 so it's actually the closest entry to creation and very likely the impetus for establishing the shared timeline despite it's cancellation.

I guess the gears were already turning by the time Mr. Driller was made, considering who the titular character is the child of. I do still wonder how the whole process of making the timeline happened.
