I work at St Luke's hospital in Meridian, Idaho. An ICU nurse is moving to Oregon because his wife works as a teacher in the school district restricting the signs. She too was in trouble for displaying the sign.

It does appear that anything perfectly circular is not included, but ovals are "long", unless they are only just barely ovoid, because that would not be "greater than usual". It also prohibits celebration of events or achievements, so no diplomas or graduation or football banners can be displayed.

I can't find a picture of it, but I helped design a very similar banner (“Everyone is welcome here!” with hands of a wide variety of different skin tones) for a small church back in 2012.
"Everyone is welcome here" is only political because there's an entire political party in America saying, "a ton of types of people are not welcome here". That should be disqualifying from office, public life, and basically any polite interaction, but that's just where we are, I guess.
