If getting them off the street and into a shelter and other services is not a solution, what is?
providing housing and free medical services and job training without destroying their belongings and shelter. most of these people won't magically be dropped into a shelter, and if they are, some of those shelters are worse than being on the street. they'll just have to go to a different street.
But, then that is a requirement of transferring people, not being outright against the concept. I feel people think there is no solution, and hence are fighting doing something.
