Was it illegal handing out those checks? If so why wasn’t he put in handcuffs and booked into custody and sent to Louisiana to be deported

It was illegal. Charges were filed in advance based on his tweet saying he would do this. A judge declined it (yesterday or friday) saying the paperwork was filed wrong and that it needed to be refiled properly.
