That's incorrect. VPNs have IP address ranges that are registered and can be blocked en masse. Myself in Canada, for example, cannot access certain streaming video services' US catalogue. It's quite commonly done.

How do they get around the firewall China built then? There’s several in the Middle East also, and I believe VPN’s are used for organizing.
