The Affordable Care Act, specifically under Medicaid Expansion, allows adults making up to 138% of the poverty line to receive Medicaid. I suspect the additional 35+ million people not under the poverty line are in that 100%-138% bracket.
and the poverty line is 15,600 a year! It's insane, you can't buy food and pay rent for that much! Especially in Ca.
If you're earning under 15,600 you're probably homeless.
