DOGE (musk and ramaswamy) only function is to recommend things. They are unpaid. Either for congress to pass into law, or the president to pass as an executive order. Congress and the President then decide to either implement the recommendations or to ignore them. Why is this a bad thing?

There are specific laws that make unauthorized expenditures illegal. Agency inspectors general are tasked with finding these. If Congress receives reports of these violations it’s their responsibility to cut the appropriation or clarify the authorizing language.

No kidding. The nonpartisan GAO does its best to stay on top of Federal entities and programs. Their reports are boring, but thoroughly vetted. If only the GAO had legal teeth which sadly they don't. Just reporting and recommendations. I am such a total government nerd.
