Actually the founders gave the Congress more power than the president specifically because they didn't trust a presidency to do any more than carry out Congress' legislating. They were determined to avoid the executive branch trying to climb beyond its powers toward monarchy.

This is factually correct. The 2nd Continental Congress belatedly added an executive branch with a president to administratively carry out Congress' legislation and assure funding as directed under the rule of that law. They strove to disallow the executive ever rising above its assigned place.
