Usually the legendary for me, but sometimes I see a unique mechanical hook with a commander that I just have to build due to the uniqueness of it.
Almost always a Legendary I open in a pack that makes me go "oooooh..." Very occasionally a mechanic or narrative theme like my OTJ Marchesa Mercs deck or Aetherdrift Speedbrood decks.

usually it's because i like the text on the commander. does it do what i find interesting?
I think it's a pretty even split between "this commander seems interesting" or "I want to replicate this vintage cube archetype in EDH" for me
Cool cards I like need a home/have a funny or weird idea :) Usually not, unless they do something interesting yet open ended... Most decks either have a companion, or pretend they do have a similar restriction, so YES! Definitely, need to fit those lands themes or 'bad' mechanics in there ^^
Its an idea. It might range from, "I want to nostalgia-bait myself into a fun game" (building my Unsleeved commander project). To, "I want to do the most powerful thing I can think of" (cEDH Inalla)
For me, it's pushing a commander with a unique restriction attached (more often than not lately, it has been companion based restrictions).
Whether it’s the legendary or a theme/hook that gets me depends on the circumstances. Like after a new set comes out, sometimes I’ll see anew legendary and be intrigued. Other times I’ll see a card and be inspired or have a theme in mind I want to try to build around. That was my most recent deck.
I decided I wanted to make a Flash (the mechanic, not the spell) deck so I began looking into what would be a good Commander for this theme. I settled on the Dimir Alela.
Most times the legend is what grabs me. Sometimes it’s finally getting an idea of a deck I’ve wanted. Sometimes it’s the lore or the art. Something has to resonate with me for me to keep it

Originally because there were cards I wanted to play that I couldn't anywhere else because they weren't good enough. This morphed into building around legends that, mechanically, I thought we're interesting to expand on. Now? Im not sure. Im not well practiced enough to make a deck on the fly
nor am I necessarily in love with the idea of picking the top 50 cards that work in a color pairing to make it streamlined. I guess my balance is legend that is fun + cards that work that aren't all generic value pieces.
